Dean combines his specialism and extensive experience in drafting, reviewing and negotiating a wide range of commercial contracts with an expertise in subsidy control and competition law. Dean joined WBD to lead our subsidy control offering.
He has over 20 years' experience advising on State aid and subsidy control. He has advised subsidy granting bodies (both public and third sector), subsidy recipients and third party objectors. His experience ranges from small grants to complex regeneration projects.
Dean's contracts experience has been gained in leading roles in commercial teams over many years. His experience covers a wide range of sectors (eg motor manufacturing, energy, heat networks, transport, infrastructure) and numerous types of contracts (eg IT outsourcing, ICT procurement, DBOM contracts, smart meter supply agreements, power purchase agreements).
Dean has advised on anti-trust compliance and defended clients in investigations by UK competition regulators. He has acted on leniency applications to the CMA and European Commission. He has led on merger clearance submissions to the European Commission and the CMA.

Examples of experience include advising:
- Successful local authority applicants for round two of levelling up funding - Conducting analysis of their projects against subsidy control principles and drafting appropriate submissions to ensure final checks are achieved to release funding
- Solihull Metropolitan Borough Council - leading on subsidy control issues in relation to the creation and operation of a combined heat and power network
- A London Borough - leading on subsidy control issues relating to the creation and operation of a green heat network
- A UK University - advising on subsidy control issues relating to the development of a science park using various streams of public funding
- North East Combined Authority - advising on State aid and subsidy control issues arising from various redevelopment projects
- Tees Valley Combined Authority - advising on State aid and subsidy control issues arising from the redevelopment of the former SSI site. This involved considering complex State aid issues and the application of the Market Economy Operator Principle. It also required liaison with BEIS to secure approval of the proposed path to State aid compliance.
