Jesse Reyes provides strategic advice and legal representation to clients in energy, environmental, and other regulatory matters. He brings more than 20 years of experience in matters such as distribution utility rate cases and state regulatory proceedings, competitive bid development and negotiation of power purchase agreements for renewable energy and environmental attributes, mergers and acquisitions, siting, interconnection agreements, FERC gas and electric transmission tariffs, Regional Transmission Organization stakeholder processes, wholesale market rule development, reliability standards, and regulatory compliance.

Jesse represents electric transmission companies, independent power producers, energy suppliers, project developers, telecommunications providers, innovative technology companies, and investors in connection with navigating the uncertainties of both competitive markets and regulated industries. He helps clients explore the right questions and develops efficient strategic advice and legal representation to help them achieve their business objectives.

Prior to working in a Boston firm’s energy and environmental practice, Jesse served as Chief of the Energy and Telecommunications Division in the Massachusetts Attorney General’s Office where he was the primary advisor to Attorney General Martha Coakley on energy policy and carried out the Attorney General’s statutory function of ratepayer advocate before state and federal regulators and the federal appellate courts. Jesse was also responsible for representing the Attorney General within NEPOOL on wholesale market and transmission planning issues. Prior to joining the Attorney General's Office, Jesse presided over hearings at the Massachusetts Department of Telecommunications and Energy (predecessor to current Department of Public Utilities and the Department of Telecommunications and Cable). This experience and his continuing relationships with government and industry stakeholders throughout New England and beyond gives Jesse deep insight into regulatory environments faced by different industries.
