Womble Bond Dickinson’s Joe Whitley and Michael Clark will both serve as moderators for the Georgia State Bar’s Health Care Fraud Seminar on December 7 in Atlanta.
Whitley, who is also the Co-Chair of the Georgia State Bar Health Care Fraud Institute, will moderate a session General Counsel Roundtable on Health Care Fraud and the False Claims Act Liability.
Clark will moderate a session on Criminal and Civil Opioid Enforcement.

Joe Whitley, former Acting Associate Attorney General, U.S. Attorney in the Northern (Atlanta) and Middle (Macon) Districts of Georgia, represents clients on a variety of white-collar matters, including corporate internal investigations, regulatory enforcement, Foreign Corrupt Practices Act (FCPA) and export controls compliance, corporate compliance, health care fraud and FDA-related matters, in addition to matters related to securities fraud, criminal antitrust, financial institution fraud, public corruption and campaign finance, and commercial bribery.
Michael Clark is an experienced litigator, having served as lead counsel in over 100 jury trials and handled numerous appeals. In addition, he represents clients in complex litigation matters, including civil False Claims Act cases and investigations, regulatory compliance and corporate governance matters, arbitration matters, and internal investigations. He has extensive experience representing physicians and other providers in administrative, civil, and criminal cases. Clark is a past chair of the ABA Health Law Section, current co-chair of the ABA National False Claims Act Mock Trial Institute, Editor of the Treatise: “Corporate Criminal Liability,” Thomson Reuters (Second Edition 2022—),Editor-in-Chief of the Treatise: "Pharmaceutical and Medical Device Law: Regulation of Research, Development, and Marketing," BNA Bloomberg Books and the ABA Health Law Section, Second Edition., and starting in 2024, will also serve as co-editor of the multi-volume treatise “White Collar Crimes” (Third Edition 2021—).
